February 21, 2012 08:55 AM Eastern Standard Time
EAST LANSING, Mich.–(BUSINESS WIRE)–Today the Michigan Health Information Network (www.mihin.org) announced its Flex Staffing Request For Proposals (RFP) for U.S. businesses to apply to become approved vendors for general project and support, information technology (IT) services, and data center / hosting services. Complete details on this RFP are available at: http://mihinss.net/MiHIN_RFP-2012-001.html.

This procurement allows MiHIN to employ a flexible staffing model to aid in the expanded deployment of its shared services and associated activities related to electronic health data sharing. MiHIN’s “Flex Staffing” pre-approved resources will consist of selected vendors that provide hourly work-for-hire and/or fixed price projects to augment MiHIN full time staff or data center/hosting services in support of MiHIN initiatives. Responses to the RFPs will be ranked and respondents who become MiHIN Approved Vendors will then be eligible to enter master agreements with MiHIN to deliver services.

“We envision a small MiHIN employed core team, surrounded by a flexible staffing resource comprised of the country’s best technical talent,” said Tim Pletcher, MiHIN Executive Director. “This approach allows MiHIN to readily harness the breadth of technical expertise available throughout the U.S. to create value and quickly staff up or down as demand requires. These are exactly the high-tech skills required in a highly electronic and information rich economy.”

MiHIN is fulfilling its charter and mission by offering shared services to the State of Michigan and Michigan’s Health Information Exchange (HIE) organizations by using a Service Oriented Architecture (SOA). MiHIN’s anticipated portfolio of shared service offerings will include Public Health Reporting for Meaningful Use, a statewide Provider Directory, Security and Privacy Services, HL7 Message Auditing, and many other planned services.

MiHIN is soliciting proposals for a variety of professional services capabilities. This RFP is open to all legal U.S. businesses that possess the necessary qualifications criteria and comply with the submission instructions. Subject to limitations imposed by Federal Law, bidders shall receive additional preference for being a minority-owned business, a woman-owned business, a business that meets the definition of a small business as defined by United States Small Business Administration (SBA), a small business concern owned and controlled by veterans, or those organizations with an established place of business operating within the State of Michigan.

All individuals and entities seeking to assist MiHIN may be subject to the limitations imposed by the Export Control Act and require the ability to successfully pass the appropriate background checks.
