Conditions of Participation

Published: 11/30/2020 -  Over the past few months, MiHIN has been closely tracking the Center for Medicare & Medicaid Services (CMS) Conditions of Participation (CoP) requirements for Admissions, Discharge, and Transfer (ADT) messages. When a “final rule,” also known as a regulation, is released from the federal government, it gives agencies the authority they need to impose requirements on certain healthcare players. For example, when the CMS Final Interoperability Rule was released earlier this year, it imposed requirements on payers and hospitals to meet various requirements. One of these requirements placed a mandate on all hospitals, psychiatric hospitals, and critical access hospitals to send ADT messages. While it may seem straightforward to place a requirement on entities within the healthcare community, the challenge comes when agencies are required...

Behavioral Health and ADTs and eConsent Product Updates

Published: 11/30/2020 -  Starting immediately, MiHIN will begin to actively engage behavioral health facilities that do not need consent to share Admission, Discharge, Transfer (ADT) information to participate in the Statewide ADT Service.    According to the Michigan Standards for Behavioral Health ADT Records “Recommendations of the CIO Forum” white paper, information will be routed from a CMH, through MiHIN, to participating providers (primary care, hospitals, or other behavioral health organizations). This will enable behavioral health information to start flowing to the active care team now.    For organizations that require consent to share specially protected information in line with federal and state regulations, MiHIN has begun creating the Behavioral Health SPI ADT Use Case. This use case will partner with our eConsent Use Case to enable specially protected ADT data to flow to the active care team members that have a consent...
